at present, will I think have this effect, and
I think that to this extent we may approve.
I do not, however, altogether
understand why at the same time it has been
thought necessary to raise the salaries.
The
new salary scales proposed start at £260 a
year instead of £250 as previously, but the
top of the scale is £775 a year instead of
£700, while the four special posts have all
been put on the scale £800 £1,050. No reason
is given for this increase, and since the
changes made are ostensibly in order to remove
the block in promotion, I suggest in the first
place we should
? acknowledge and say that the S. of
S. approves the Governor's proposals in so far
as they involve the amalgamation of Class II
and Class III of the Service, with an efficiency
bar instead of a promotion bar approximately
where the present Class II begins. Say that
this would have the effect of avoiding the
present block in promotion which causes
dissatisfaction. Say that the S. of S. is not
aware of the reasons for effecting at the same
time a considerable increase in the salary at
the top of the scale, and in the case of the
four special appointments. And ask what are
the reasons for this increase.
